Bayside Environmental Construction (Bayside) was proud to serve as a key team member in the U.S. Navy’s innovative pilot project to address PFAS contamination at the former Naval Air Station Alameda. The effort—highlighted in the July–August 2025 issue of The Military Engineer in an article titled “Mitigating PFAS at Naval Air Station Alameda”—focused on the design, installation, and testing of a 720-ft in situ permeable adsorptive barrier using colloidal-activated carbon (CAC).
The CAC barrier represents a sustainable and cost-effective method to prevent PFAS from entering the Oakland Inner Harbor, protecting nearby ecosystems while advancing remediation technology for future applications.
Verification of Study/Pilot Test for Colloidal Activated Carbon Treatment of Per- and Polyfluoroalkyl Substances (PFAS)
NAVFAC BRAC PMO West awarded a task order to Bayside Engineering Construction, Inc. (Bayside) for colloidal activated carbon (CAC) treatment of per-and polyfluoroalkyl substances (PFAS) at Installation Restoration (IR) Site 14 at Alameda Point, Alameda, California (Site). Bayside collaborated with APTIM, Inc. on this project.
Nationwide Specialized Inspection Property Analysis and Comprehensive Repair Surveys
Bayside provides Specialized Inspection Property Analysis (SIPA) and Comprehensive Repair Surveys (CRS) nationwide for the U.S. Department of Housing and Urban Development (HUD). These inspections identify repairs needed to meet HUD’s housing standards and support property assessments for purchase or rehab. Bayside also conducts Phase II Environmental Site Assessments (ESAs) to evaluate potential contamination at HUD sites, led by licensed geologists and engineers across all U.S. states and territories.
Sewer and Wet Well Maintenance Contract Awarded for San Diego Region
Bayside EC has been awarded a NAVFAC Southwest IDIQ contract to perform sewer and wet well maintenance, repair, and inspection services across San Diego Navy sites.
Bayside Supports Palisades Fire Recovery with Full Site Clearance and Remediation
Bayside completed full site clearance for homes damaged by the Palisades Fire, including asbestos sampling and debris removal under EPIC-LA permit requirements.
Low-level Radioactive Waste Survey and Disposal
This Time Critical Removal Action (TCRA) at NOLF included transportation and offsite disposal of non- radiologically impacted non-RCRA waste, site grading, radiological surveys, soil chemical sampling, and analysis under the stockpiled materials.
Bayside Leads Large-Scale COVID-19 Response at Navy and Marine Corps Installations
Bayside completed over 200 COVID-19 disinfection task orders at 13 Navy and Marine Corps bases under NAVFAC Southwest, supporting military readiness and safety.
Operations, Maintenance, and Optimization of Groundwater Remedies
Bayside supported continued operations and maintenance (O&M)/long-term monitoring (LTM) of the existing groundwater remedies, including the extraction and conveyance system, as documented in each site’s respective Record of Decision (ROD).
Construction Management Support for Major Earthquake Repairs for Government Buildings
Structural, electrical, and plumbing repairs and retrofits as a result of earthquake damage.
Time Critical Removal Action Completion Activities at NOLF Imperial Beach, IR Sites 6 & 7 and Naval Bas Coronado Technical Support
Bayside performed radiological support services, including surveys, preservation of the integrity of radiological screening yard pads, and screening and disposal of excavated soil and materials.
Engineering Design Engineering and Evaluation/Cost Analysis (EE/CA), for Multiple Abandoned Mine Sites
Engineering Evaluation/Cost Analysis (EE/CA) to evaluate removal action alternatives and selecting a preferred remedy. Sub-tasks include: Cultural Resource Survey, Biological Baseline Study and Monitoring Plan (includes site reconnaissance and desktop review of biological resources), additional sampling to further delineate the depth of contamination in the tailings piles and sediments.
Installation Restoration Site 28 Vapor Intrusion monitoring, Operations, and Maintenance
Fieldwork support to provide vapor intrusion (VI) monitoring for up to 23 buildings at Former Naval Air Station Moffett Field.
Interim Remedial Action Completion Report, IR Site 28 Vapor Intrusion
The IRACR report follows from an ongoing project to remediate vapor intrusion (VI) of TCE, PCE, and various other harmful chemical compounds from the shallow groundwater table beneath the base. Bayside is the subcontractor for the U.S. Navy in creating the IRACR report for this listed superfund site, as well as offering various other Environmental engineering services.
